I think the reason the south and southwest are hit so hard is because documented and undocumented labor is not being included in vaccination drives. These human beings and their entire families touch everything we eat and communication is minimal.
I have no solution to offer. I used to live in a town where orchardists and farmers exploited this labor force. Now a lot of those workers have bought their own orchards and farms. But they still exploit their kin and migrants.
Having seen it firsthand, I don't know how that structure could change without making produce unaffordable. And of course, this dynamic stretches across the world of consumer goods.
